ففي عام 1998 اكتشف زيف دواء مرتبط بشركة ألمانية في الصيدليات البرازيلية. وإن لم يقتلك الدواء فإنه قد يتركك مريضا أو محملا بآثار المرض حتى تتجرع دواء غيره"..
في أكتوبر 2001 باعت شركة في إقليم غوانغسي الصيني عقارا يحمل وصفة شرقية عشبية باسم هوانغباي، لكنه كان يحتوي على كمية من المضاد الحيوي الغربي الفاسد، التي أغرقت شخصا في غيبوية طويلة وسممت 70 آخرين، وقبل سنوات بالفليبين اكتشفت شركة أدوية عالمية تزييف دواء لمرض الربو الصدري، ولم تتابع الشركة ما إذا كان قد تسبب ذلك في وفاة من كان لديه ضيق في التنفس من مستهلكيه.
المصنع مجهول!
ومن بين أبرز الشركات المزيفة ما يتركز في الهند والصين، ويعتقد خبراء قطاع الأدوية أنهما بؤرة شبكة عالمية معقدة، تصنع وتوزع الأدوية لأسواق ومرضى يُستبعد أن تنكشف معهم حالة التزييف؛ ففي عام 1996 قُتل 89 طفلا في هاييتي. وبعد إجراء تحقيقات اكتشف أن الشركة المصدِّرة صينية، ولكنها باعت الشحنة لشركة ألمانية التي بدورها باعته لشركة هولندية، ثم شركة ألمانية أخرى، ثم بيعت لشركة في روتردمام. وبعد شهرين من تخزينها كجزء من خطة التهريب تم شحنها لهاييتي، لكن المثير جدا أن المحققين لم يكتشفوا المصنع الحقيقي للدواء، كما يقول أنيسفيلد!!
وهكذا فشركات الأدوية المغشوشة المحتوى صارت كتجار المخدرات؛ فالمكونات الكيميائية تُجمع في بلد، ثم تُركب في بلد ثانٍ، ثم تعلب في بلد ثالث، يحمل الدواء اسم شركة منه ليُصدَّر لبلد رابع. وعبر أكثر من شركة تصديرية يصل أخيرا للسوق المستهدفة، التي يمكن أن تستقبل الدواء من شركة عالمية ذات مصداقية في سوق الدواء؛ لأن المنتجين قلدوا عبواتها وأختام ماركتها التجارية!
وحتى في الولايات المتحدة.. وحسب تقرير قدم للكونجرس الأمريكي في يونيو 2001 يشير إلى أن ما بين 70-95% من مختلف أصناف مكونات العقاقير الطبية التي تصنعها الشركات الأمريكية تستورد من الخارج. كما أن من طرق التزييف -كما تقول إدارة الأدوية والغذاء الأمريكية (إف دي إيه) في تقرير لها عام 2000- أن الشركة تقدم دواء صالحًا عند طلب سلطة الأدوية في بلد ما لاختبار الدواء والمصادقة عليه، ثم ما تلبث أن تهرب شحنة مغشوشة من الدواء نفسه، مشيرة إلى أن السوق الأمريكية استوردت أدوية من 242 شركة أجنبية لم يتم اختبار جميع أدويتها من كل شحناتها من قِبل إدارة الأدوية... فماذا عن الدول الأخرى؟
وفي دول عديدة -ومنها الصين- قد ينتج المصنع أدوية صالحة في جهة منه وأدوية مزيفة في الجهة الأخرى المخفية، عندما تمر عليهم فترة كساد في بيع الأدوية الصالحة، كما يقول "دوغلاس كلارك" شريك شركة قانونية في الصين، وفي الهند يعمل المصنع بدقة ومصداقية في النهار، ثم يتحول للعمل الزائف ليلا؛ لأن الدواء المزيف قد تنخفض كلفة تصنيعه إلى أقل من 80% من كلفة تصنيع الدواء الصحيح، وبعدها لا يهمهم إن باعوا العبوة بأقل من 50% من سعر مثيلاتها غير المزيفة، كما يقول جارون ليرينيوس المحامي لشركة إسترازينيكا البريطانية للأدوية في لندن.
أدوية الإنترنت مغشوشة!
كما تحذر السلطات الأمريكية من الاعتماد على الأدوية التي تباع عبر شبكة الإنترنت وتشحن للمستهلكين؛ لأن معظم هذه الأدوية مغشوشة؛ ففي مارس 2001 اكتشفت جهودٌ مشتركة لإدارتي الجمارك التايلاندية والأمريكية - شركةً لبيع الأدوية في بانكوك يديرها بريطاني مريض بداء الكبد الوبائي بمساعدة صديقته المريضة أصلا حيث ينتجان معا في شقة معزولة حبوبا مزيفة للفياجرا.
وفي مارس 2001 اكتشفت شحنة أدوية من 1800 صندوق في مخزن بمدينة سانتو الصينية معدة للتصدير إلى نيجيريا، وتحمل اسم 14 ماركة مختلفة لشركات عالمية معروفة؛ بزعم أنها صنعت في الهند وباكستان، غير أن "توني تشيو" الذي يعمل في هونج كونج مع شركة نوفارتس الأمريكية المعروفة للأدوية يقول بأن الأدوية كانت مصنعة في الصين، واكتشفت التحقيقات تورط أكثر من 10 معامل في 5 أقاليم صينية، بالإضافة إلى 5 مصانع شاركت في تزييف العبوات، وبعد أشهر اكتُشف غش موظفي حكومة شركة صينية لثلاثة من أكثر الأدوية استخداما، تم شحنها للفليبين ودول أوربية.
عقوبات مخففة!
ويقول هيرفي بالي المدير العام لاتحاد منظمات مصنعي الأدوية بجنيف: "إنه مع أن خطر الأدوية المزيفة لا يقل عن المخدرات في بعض الحالات، فإن العقوبات والإجراءات المفروضة لا تصل إلى ما يعامَل به مهربو المخدرات؛ ففي بعض الدول يُعدم مهرب المخدرات، لكن مزيف الأدوية ومروجها يسجن لمدة 20 عاما". ويضيف "إن لغة التهديد عبر الهاتف والرسائل من قبل من تُرفع ضده في المحاكم قضية غش في أدوية تشير إلى أن عصابات دولية مرتبطة بهذه الصفقات؛ ففي تايوان يضطر مديرو كبار الشركات ذات المصداقية التي تكتشف زيف المكونات التي تباع لهم إلى تغيير أمكنة سكنهم وسياراتهم؛ خوفا من تهديدات شبكات التزييف كل أشهر أو أسابيع أحيانا".
كما أن العقوبة لا تساوي حجم الضرر البشري والصحي في بعض البلدان؛ ففي ماليزيا -على سبيل المثال- يواجه غاش الأدوية من مصنعيها عقوبة تصل إلى تغريمه 25 ألف رنغكت ماليزي (6579 دولارا أمريكيا) أو السجن لمدة يصل أقصاها إلى 3 سنوات، بينما يمكن أن يعاقب من يستنسخ أقراص الليزر من برامج الكومبيوتر والأفلام السينمائية والأغاني بتغريمه بـ100 ألف رنغكت (26316 دولارا)! في الوقت الذي يمكن للمصنع المزيف أن يبيع جرعة لمريض بفيروس الإيدز يستعملها لمدة 12 أسبوعا فقط بقيمة 21 ألف دولار!
وفي الفليبين اكتشفت دراسة في منتصف عقد التسعينيات أجريت لمدة 15 شهرا أن 8% من 1359 عينة جمعت من 473 محلا للأدوية كانت مزيفة.
ومن ذلك ما شارك في اكتشافه "نيك وايت" الأستاذ الآسيوي الأصل في الأدوية الاستوائية في جامعتي ماهيدول ببانكوك وأكسفورد البريطانية، الذي قال: "إن السنوات الماضية شهدت إغراق أسواق ميانمار وكمبوديا وتايلاند ولاوس وفيتنام بأدوية للملاريا، لكن اختبارات أجريت على عينات منها اكتشفت أن 36% لا يمُتّ محتواها بصلة لاسمها، وقد ماتت أعداد غير معروفة من الناس"، مؤكدا ما ذكر في دراسة لمجلة لانسيت الطبية المتخصصة في يونيو 2001.
الصين والهند الأسوأ
وفي الصين اكتشفت السلطات أدوية بيطرية بيعت للبشر وعقاقير صنعت للحقن أعطيت كجرعات بالفم! ومع أن متوسط نسبة الأدوية المزيفة من مجموع الأدوية المبيعة في الصين تتراوح ما بين 10-15%، فإن بعض الماركات تشهد تقليدا مزيفا يصل إلى 50% من الأدوية المبيعة باسمها. وفي بعض المدن مثل شونتو تبلغ نسبة الأدوية المزيفة 85% من مجموع ما يباع في الصيدليات استغلالا للكم البشري الهائل والكميات الكبيرة من الدواء التي يمكن أن تبتلعها السوق الصينية.
ويقول دوغلاس كلارك: "إن المريض هو الضحية الوحيدة؛ لأنه لن يجد إلا الرجوع إلى الطبيب أو الصيدلي بعد فوات الأوان. وفي إحدى الحالات أواخر عام 1999 في أورومجي عاصمة سينجيانغ ذي الأغلبية المسلمة بشمال غرب الصين اكتُشف مستشفى زيف دواء تعاطاه المرضى، فاتصل الأطباء بالشركة لإعلامها برفع قضية ضدها، غير أن الرد كان هو أنها لم تبِع هذا الدواء، "ولكن إذا أردتم أن نساعدكم في هذه الحالة فيمكننا ذلك بشرط تعهدكم بشراء أدوية صالحة مستقبلا من شركتنا"!
ويتفق الكثير من الخبراء على أن الهند تشهد أسوأ حالة عالميا؛ فالتحدي الكبير هو وجود أكثر من 20 ألف شركة أدوية مرخصة على أراضيها! ويقدر ديليب شاه الأمين العام لاتحاد الصيادلة الهنود -الذي يجمع 12 شركة هندية كبيرة مصنعة للأدوية- نسبة المزيف من العقاقير المبيعة في الصيدليات الهندية بما يتراوح بين 15-20%، وأن النسبة ترتفع مع بعض الماركات في بعض المدن إلى ما بين 35-40%، ويشير خبير آخر من نيودلهي إلى أن ذلك هو "أخطر تحدٍ يواجه النظام الصحي في الهند".
